We worry more now then we did in the Cold War where nukes were a big threat. Culture has shifted from "We're American, we don't fear anyone or anything!" to a daily terror alert. People think that fear is a great motavator, but it has the opposite effect. People now either don't bother because it "won't change anything" or are too paralized by fear to even move.
