Mojo Jojo is just... stupid. -_- He says 'mojo' after the end of everything and doesn't do the redundant speach pattern. He put kindergartners in a cage to steal their candy so he could get bigger. ... riiight.
Miss Bellum is a blond [WTF] and her face is covered by a note pad it seems. Kills the joke. The major is just... a person. He's not even short... the Professor has a kid who has a robot dog.
Chemical X + daifuku [I think. A sweat bun] = Chemical Z Zapping an iceburg [weather went randomly bizzare ass crazy] with chemical Z caused 4 busts of pure white light which hit the girls (and the robo dog) and gave them 'omg dance!' transform sequences. Black shoots of light go off and one hits a monkey who becomes Mojo Jojo. The girls are in middle school it looks. They swapped Bubbles and Blossum's personalitys... Bubbles is a fashionista girly girl who has all the boys going <3 at her, Blossum is the hyper bouncy candy candy boys! 'OMG, I'm a transforming heroine YEAY!' one. Buttercup is the same '... I'm wearing a skirt! AH! I haven;t worn one of these since kindergarten! GAH!'

But from your description I don't think I'd like it much anyway. I only watch the original show every so often, if I'm flicking TV channels and there's nothing else on I'll watch it. I think it's quite a sweet and funny little show that I do enjoy when I do watch it, but this version really sounds very very....urgh XP
