WTF is up with all he sirens and honking?! It's been going on for a good 10 min and was giong on earlier today too. Honking horns, police sirens and honking, cars going by honking horns with streamers...

Is this a bizzare Regan memorial or something? Just.. WTF and why wasnt ehre something in the paper warning abotu this? >
