AKA, because of paranioa of Bird Flu, the govement is now going to be stalking every animals motions so that after theres been contamination and out break, they can point a finger and say that did something after the fact.
It also means that if you have a single chicken you use for eggs that you use for your own use and don't sell, you have to do a crap load of paperwork. For one chicken.
Factory farms will have no trouble with this stuff. After all, it fits in perfectly with the mindset. The birds don't move so there's no need to track em so no paperwork.
